The proposal was for two three bladed wind turbines of up to 100m tip-height and associated infrastructure located to the south of the M4 motorway within an area of low-lying agricultural pasture land extending down to the coast of the Severn Estuary.

A staged process of quantified assessment was undertaken to determine the Historic Landscape implications of the proposed wind turbine scheme and the extent to which the development may affect a Historic Landscape Character Area (HLCA).
